“The statement also called for equal rights for the Arab citizens of Israel and ‘development of relations of cooperation and friendship between the Jewish people and Arab people in Israel and the whole Middle East.’”

Five days after the state was declared, and the earliest naming of its Palestinian citizens located anywhere in this archive. It is a floor speech by the United Workers Party, reported by the American communist paper, and it uses the phrase that took the mainstream press another fifty years to settle on.
The column beside it is about foreign concessions and the recognition of great powers; the Arab citizens of Israel are one clause in a policy statement.
