The secret report is the Koenig Memorandum, written by the Interior Ministry’s district commissioner for the north and leaked that September. It recommended thinning the Palestinian population of the Galilee and limiting its political organisation. Six months after Land Day, the people it was written about read it in the newspaper and called a general strike.
