“The Government is suddenly showing a new sensitivity to the often-heard accusation that Arab Israelis are second-class citizens. Even as it refuses the restoring of Berem and Ikrit to their former inhabitants, the Government has resolved to review its entire policy toward the Israeli Arab minority of some 400,000 souls, or 14 per cent…”
