“An Israeli soldier leads men presumed to be Palestinian guerrillas, captured in Lebanon. The prisoners are blindfolded: pencil marks covering the faces in the photograph were made by Israeli censors.”

Read the photo caption, not the headline. The Times tells its readers plainly that the faces in the picture were scribbled over by Israeli military censors before the paper was allowed to print it, and then prints it anyway, marks and all. A record of the censorship survives inside the censored image.
