Israeli Arabs Stage a Strike, Charging Unequal Treatment

“‘We are Israelis like any other citizens, and we demand equal treatment’… Israeli Arabs, who have the right to vote but are exempt from military service, say the Government discriminates against them in public spending, employment and services, particularly education.”

Seven hundred thousand people by this count, five months before the first intifada began. The word exempt is doing quiet work: exemption from the army is what keeps them out of the housing, loans and jobs that service unlocks, which is the complaint the strike was about.
