Israeli Soldiers in Jerusalem Special to The New York Times JERUSALEM, Sept. 20 — Israeli sol- diers shot and wounded iwo young Palestinians near the Damascus Gate of the Old City of Jerusalem today after one of the youths tried to grab a soldier's rifle, a police spokesman said.

The youth who tried to snatch the rifle was shot in the leg when he tried to escape, and the second wounded man was apparently hit by ricochets, the is- raeli radio said. In a separate incident early today, a bomb exploded near a kindergarten in a Jewish neighborhood here. The blast caused no injuries, the radio said.
