“Troops killed an Israeli Arab teenager, the first Israeli Arab killed in the seven-month-old Palestinian uprising… Palestinians identified the victim as Mohammed Ahmed Taher Sayef, from Arara, outside the West Bank.”

The headline needs the category to make the death newsworthy: not the first teenager, the first Israeli Arab. He was seventeen, he was from Arara inside Israel, and he was shot near Tulkarm in the West Bank. The army names nobody; the Palestinians name him.
