“Some of the 700 Arab refugees from Haifa who arrived at Port Said, Egypt, are shown pitching tents given them by Egyptian authorities to provide temporary shelter accommodations are found. The group fled Haifa after Jewish forces overran the big Palestine port city following the withdrawal of British forces.”

Seven hundred people from Haifa putting up tents in Egypt, photographed and captioned three weeks after the city fell and eight days before the mandate ended. The verb in the caption is fled and the verb in the clause after it is overran.
