White phosphorus use in Gaza 'undeniable'

A paper putting quotation marks around undeniable. The marks are there because the word is somebody’s, which is the rule, and the effect is that a claim about evidence arrives looking like a claim about language. The Boston Globe the same day attributed it differently and got a different sentence (CP-2009-021).
