Haifa to Be Free Port

“France and England, as mandatory powers for Syria and Palestine, have agreed to the customs tariffs between these countries. Haifa will become a free port and a harbor will be constructed there by a British company…”

The earliest October 7 in this archive. Two European powers set the customs tariff between two countries they are each administering, and the word Palestine does no work in the sentence except to name the territory on one side of a line they drew. Nobody who lives there appears.
