May 1939, days after the White Paper. The noun the headline uses for the situation is racial conflict, and the adjective is stubborn — a word for a thing that refuses to improve on its own. What has made vast strides is Palestine, the place, and the improvement is credited to nobody.
The line beneath does something the rest of this decade rarely does: it says the physical and cultural condition of both Jews and Arabs has improved, counting the Arabs in the miracle.
