ALLON DENOUNCED ON PALESTINE VIEW Special to The New York Times TEL AVIV, Oct. 6-A state- ment by Foreign Minister Yigal Allon in New York that Israel might agree to a federation between a future Palestinian slate and Jordan has drawn fire from the right-wing oppo- sition.

The statement, in an. inter- view with The New York Times published yesterday, was the second in less than a week in which a Government leader has expressed views represent- ing a substantial softening of the policies of the previous Government, led by Mrs. Golda Meir.

Premier Yitzhak Rabin in a television interview last Tues- day offered to consider a lim- ited Israeli withdrawal from she West Bank of the Jordan River in return for a Jordanian declaration of nonbelligerency. The Parliament will interrupt its recess Wednesday to hold a special session in response to a demand by the Likud party for a discussion of Mr. R
