Arabs said to seek PLO, Carter talks Beirut, Lebanon (AP)—A Beirut news- paper said yesterday "serious Arab ef- forts" were under way to arrange a meet- ing between President Carter and the Pal- estine Liberation Organization.

The weekly supplement of An Nahar. an independent newspaper, quoted un- named "informed Arab sources" as saying the meeting may take place in New York during the United Nations General Assem- bly session next month. Officials traveling with Cyrus R. Vance, the U.S. Secretary of State, en route to China said no such meeting had been arranged.

United States policy is to have no dealings with the Palestine Liber- ation Organization unless it recognizes Is- rael's right to exist. Al Mostakbal, another Arabic-lan- guage magazine based in Paris, reported that Yasser Arafat, the guerrilla chief. would go to New York for the U.N. ses- sion.

Israel refuses to negotiate with the Palestine Liberation Organization, assert- ing it is a terrorist group dedicated to the abolition of the Jewish state. President Carter has said he supports the concept of a Palestinian homeland, but the United States has said it will not deal with the Palestine organization unless it drops its commitment to destroy Israel.

An Nahar said the Carter-Palestine organization meeting was dependent on a major Palestine Liberation Organization policy shift that would bring the leader- hip of major Palestinian groups to accept the 1967 UN. Security Council Resolution 212.

The resolution calls for Israeli with- drawal from war-conquered lands and in- directly recognizes Israel's right to exist within secure boundaries.
