2018 GROUP. Headline phrase for the law: the headline does not mention the law at all, and names no one who loses anything. ARABIC DEMOTION: yes, and it is the only item in the batch that reports the law's own saving clause.
The recoverable passage states that one clause of the law downgrades the Arabic language from official to 'special' standing, but also stipulates that this does not harm the status given to the Arabic language before the law came into effect - the writer calling the second half of that cryptic.
Because a continuous verbatim run could not be established, that reading is recorded here as a description, NOT as a transcription, and should be re-scanned before any of it is quoted. Elsewhere the piece refers to 'the Palestinians' and, in scare quotes, to Palestinian 'peace partners'.
