Way Suggested To End Trouble In Palestine
Herbert Hoover Says Problem Might Be Solved by Engineering

“NEW YORK, Nov. 19 (U.P.)—A solution of the Palestine problem ‘by engineering instead of by conflict’ was suggested today by former President Herbert Hoover. In response to an inquiry by the New York World-Telegram as to whether he believes any sound or practical basis exists for settling the Jewish-Arab question, the former president said: ‘There is a possible plan of settling the Palestine question and providing ample Jewish refuge. It is at least worth serious investigation for it offers a constructive humanitarian solution. In ancient times the irrigation of the Tigris and Euphrates Valleys supported probably ten million people in the kingdoms of Babylon and Ninevah… Some years ago it was proposed that this area should be developed for settlement by Jewish refugees. This did not, however, satisfy the Jewish desire for a homeland. My own suggestion is that Iraq might be financed to complete this great land development on the consideration that it be made the scene of resettlement of the Arabs from Palestine. This would clear Palestine completely for a large Jewish emigration and colonization.’”

The Pennsylvania headline names nothing at all: a way to end trouble. Nobody is moved in it and nobody is named. It is the same proposal, on the same day, as the Chicago Tribune’s banner reading MOVE PALESTINE ARABS TO IRAQ.
