Leaders of the Arab world have dealt a major psycho- logical blow to prospects for new Arab-Israeli agree- ments in the near future. Recognition of the Palestine Liberation Organization by the Rabat summit conference seems sharply to reduce the possibility of negotiations between Israel and Jordan leading ultimately to Israeli withdrawal from the Jordan West Bank.

In effect, the Arab leaders have opted for an aggressive ideological stance rather than for a pragmatic position offering hope of early diplomatic movement. As throughout their unhappy history, the Palestinian Arabs find themselves mere pawns in a high-level power game.
