Israel to Seize Property of Young Stone-Throwers’ Parents

“There is no claim that the father threw the rock, could have prevented it or even knew about it. It flies in the face of mens rea — that to be criminally liable you have to have intent.”

Military law forbids jailing children under twelve, so the army announced it would seize their parents’ property instead. The Palestinian lawyer Jonathan Kuttab names the legal principle being set aside. Collective punishment, explained by the army in the plain language of People weren’t paying the fines.
