“UNITED NATIONS (AP) — Vice President Dan Quayle said this week the United Nations should repeal its ‘odious’ 1975 resolution that equates Zionism with racism in an effort to promote the Middle East peace process. He also gave Secretary-General Javier Perez de Cuellar a check for $65 million in partial payment of major U.S. arrears, an issue that has stirred anti-U.S. sentiment here. U.N. officials said the United States now owes $365 million for the regular budget and $153 million for peacekeeping. ‘Repealing this resolution would re-establish the stature and moral authority of the U.N.,’ Quayle said… Francois Giuliani, spokesman for the secretary-general, said it is up to the member states and General Assembly to decide. He said no resolution has ever been rescinded or repealed, but that the 159-nation General Assembly ‘can innovate if it wishes to do so.’ Resolutions are part of the permanent record and cannot be repealed or erased, U.N. diplomats said.… Quayle was asked how repeal would promote Palestinian rights. He said that renouncing the resolution would help human rights in the occupied territories and send a positive signal about the Middle East peace process… The General Assembly later adopted a package of pro-PLO, anti-Israel resolutions — an annual event.”

The vice president asks for the repeal and hands over a cheque for arrears in the same visit. The useful paragraph is the procedural one: at the end of 1989 no General Assembly resolution had ever been rescinded, and a spokesman had to explain that the body could innovate if it wished.
