“JENIN REFUGEE CAMP, West Bank — Israel withdrew its troops from the Jenin refugee camp early Wednesday after a two-day military operation… Twelve Palestinians were killed, including four children, and one Israeli soldier… Prime Minister Benjamin Netanyahu said the operation was ‘not a one-off’… Thousands of residents who had fled returned to find roads torn up and water and electricity cut… U.N. Secretary-General Antonio Guterres said he was concerned by the use of ‘excessive force’…”
