U.N. Supervisor Condemns Israel For Bloody Raid Says Such Flare-Ups Indicate Tension Is At 'Breaking Point' UNITED NATIONS, N.Y. (P) —The United Nations' Palestine truce supervisor condemned Is- rael Tuesday for the bloody raid on Qibya and said such flare- ups indicate Israeli-Jordan ten- sion has reached the "breaking point." The U.N. Middle East trouble shooter, Maj. Gen.

Vagn Bennike of Denmark, gave his report after U.N. Secretary-general Dag Ham- marskjold made a dramatic ap- peal to Israel and its Arab foes "provocative acts" that to avoid could worsen the situation.
