“A Moslem judge in Nazareth has proposed to Israel’s President, Izhak Ben-Zvi, that the Arab minority in Israel be exchanged for Jews in Arab countries. Sheik Taher el Tabari, a kadi or judge, told Ben-Zvi that such an exchange is the only way to avert a human tragedy.”
