U.N. Urged To Set Up Fund To Resettle Arab Refugees

“UNITED NATIONS, N. Y., Oct. 25 (AP)—A group of 33 American educators and religious leaders called on the U.N. today to set up funds totaling nearly a billion dollars to develop Middle East resources and resettle Arab refugees as a step to peace in the region.

Their memorandum was sent to top U.N. officials and to delegation heads of the 60 member nations with a plea that some U.N. committee take it up.

Needs Official Sponsor. Private communications of this sort, however, are generally merely filed here unless some delegation officially sponsors it. Among signers were Sumner Welles, former U. S. under secretary of state; William Emerson, Boston financier and president of the American Association for the United Nations; Paul Porter, former U.

S. representative on the U.N. Palestine Conciliation Commission; and Jacob S. Potofsky, head of the Amalgamated Clothing Workers Union.

Council Meets Tuesday. The Security Council will meet Tuesday to hear Syria’s charge that Israel’s irrigation and power projects in the Jordan Valley violated 1949 armistice agreements. The United States has cut off financial aid to Israel during a hearing of these charges.

A Council meeting Tuesday afternoon has been scheduled to hear an over-all report on the Israeli-Arab armistice situation from Gen. Vagn Bennike, Danish chief of the U.N. Truce Supervision Commission. His report and questioning by Council members in subsequent sessions is expected to delay further action on the Syrian complaint for some time.

Recent Israel-Jordan border clashes, which drew blasts against Israel from Britain and the U. S. State Department, are at the base of the meetings with Bennike.”
