ISRAEL DROPS PLAN TO MOVE BEDOUINS
Nomads to Be Encouraged to Settle in Negev Instead
By LAWRENCE FELLOWS, Special to The New York Times.

Transcribed from the clipping
BEERSHEBA, Israel, April 22—The Israeli Government has abandoned a plan to move the Bedouin tribes out of the Negev Desert and into houses in the populated interior of the country. “They are wise,” explained Hassan Abu Rubeya, the tall and powerfully-built leader of the Abu Rubeya tribe. “They are wise, because this is our land.
There is no reason why we should move.” Instead, the Government will undertake a long-range program to entice these Arabs with roads, schools and water into five or six places in the Negev where they will be encouraged to leave their tents and build houses of stone so that the Government can better keep an eye on them.
The Government contends that it would provide the Bedouins with services more easily that way. But this is only about the sixth reason for the whole effort, according to Lieut. Col. Pinhas Amir, the military governor of the Negev. “The first five reasons, in order,” Colonel Amir explained, “are security, security, security, security and security.”
How this transcription was made
Read from the scan by a machine looking at the image of the page, not by optical character recognition and not by a person. The clipping carries no masthead or date line, so its date and newspaper rest on the record it arrived with, not on anything visible in the scan.
