“Anti-Semitism would be only academic in Germany these days for there are only some 20,000 Jews in the country. There have been instances of Swastikas daubed on synagogues or Jewish gravestones but there always is a crackpot fringe and those caught receive stiff penalties. Most of the Jews are in Berlin, Frankfurt, Hamburg and Munich. They are thriving especially in Frankfurt where Germans go out of their way to accommodate them. There is little public criticism of Jews or Israel except by extreme leftwing students who adopt the pro-Arab Communist line that ‘Zionism is racism.’”

By August 1969 an American paper can set the phrase in quotation marks and give it a political address without explaining it to the reader. It is already a known slogan with a known owner. Six years before the General Assembly votes.
