Israeli President Warns Arabs Not to Strike
By HENRY KAMM

Transcribed from the clipping
JERUSALEM, March 29 — President Yitzhak Navon warned Israeli Arabs today not to participate in strikes and demonstrations in support of protests on the West Bank.
At the same time, leaders of the Bedouin and Druse communities, as well as 31 of the 54 Arab local councils in Israel, declared that they would not follow the call to strike Tuesday issued by an organization supporting Arab land rights and backed by other Israeli Arab groups, many of them Communists or under Communist influence.
Tension on the West Bank continued with scattered protest action. In the only reported act of violence, a member of the Kibbutz Gush Etzion, in occupied territory south of Jerusalem, was stoned while driving on the Jerusalem-Hebron road. Injured, he retaliated by opening fire, wounding one of his attackers. He was held for questioning.
The extent of the injuries to both was not made known. There were reports today that the call for a general strike Tuesday in northern Galilee would bring increased protest activities in the West Bank and Gaza Strip.
The strike was called in commemoration of 1976 clashes between Israeli Arabs and security forces provoked by protests against Israeli expropriations of Arab-owned land. Six Arabs were killed, and the anniversary has been commemorated as “Land Day.”
This year’s commemoration, however, is intended by its organizers to embrace the West Bank protesters’ cause rather than being limited to the demands for land rates and fuller equality for the nearly 600,000 Israeli Arabs.
How this transcription was made
Transcribed from a scan of the printed page. Both the date and the newspaper are fixed from the page itself: the running head reads 'THE NEW YORK TIMES, TUESDAY, MARCH 30, 1982', and 30 March 1982 was a Tuesday, against a dateline of 'JERUSALEM, March 29'; the credit line 'Special to The New York Times' appears under the byline. A separate check established that this is a different article from the record the archive already holds for this date. No page number is printed on the strip. No Palestinian is named anywhere in the transcribed text; the six Arabs killed in 1976 are counted, and the man wounded by a settler on the Jerusalem-Hebron road appears as 'one of his attackers' in a sentence whose only named 'act of violence' is the stoning that preceded the shooting. 'Druse' and 'demands for land rates' are as printed. Read from crops magnified to between eleven and fourteen times page scale.
