25.-Although the pretesting petitioners G are not heard by the Permanent Mandates Commission of the League of Nations-and although the commission sides with the mandatory Power on every question not decided- ly trivial-the pages of the Minutes of the Permanent Mandates commission reveal incident after incident that prove League of Nations to be an enemy to the wronged, and a cham- pion and protector of the oppressor.
