“GENEVA, Nov. 11 — (AP) — Several Thousand Arabs, now residing in Mexico, Salvador and Honduras, must abandon temporarily at least their expressed aspirations to return to Palestine and become citizens. The Arabs have petitioned the league of nations’ mandate commission for the right of citizenship, but it is understood the commission will inform them that Great Britain, as the power having the mandate over Palestine, must first consent to this. Great Britain refused consent sometime ago after which the Arabs appealed to the league explaining that they were born in Palestine when Palestine was part of Turkey. Palestinian citizenship was instituted in 1925, but the treaty of Lausanne gives Great Britain the prerogative of rejecting application. It is understood that Great Britain rejected the petition on the ground that the Arabs have been absent from Palestine for a long period and that they really do not intend to return there.”

Several thousand Arabs in Mexico, El Salvador and Honduras, born in Palestine when it was Ottoman, petition the League of Nations for the citizenship of the country they were born in. Britain refuses, on the ground that they have been away a long time and do not really intend to go back. The date is November 1927, twenty-one years before 1948. The archive holds, from six weeks later, a notice explaining that Palestinian citizens travelling to Britain counted as aliens there.
