“Field Marshal Lord Herbert Plumer is High Commissioner of Palestine, Dr. Chaim Weizmann is president of the World Zionist Organization and Lord Balfour is the author of the Balfour Declaration proclaiming Palestine as the National Jewish Homeland.”

The people who were about nine-tenths of the country appear in the opening paragraph only inside the Declaration’s own phrase, the existing non-Jewish communities, and the word the headline uses for what has happened to the land is miracle.
