The paper explains what it is printing: “In a report to the recent Zionist Congress in Basle, Mr. Brodie… presented a program calculated to accelerate the absorptive capacity of Palestine. It was in connection with the presentation of this report… that the Congress determined to separate its political and economic activities. The following is a digest of the report.”

Absorptive capacity was the working term of the period for how many immigrants the country could take. The phrase treats the place as a container with a rating. Kept here because the argument belongs in the archive stated in its own words, by its own side, in a paper that says plainly whose report it is.
