“HAIFA, Palestine, Friday (AP)—Arab leaders bowed to a Jewish blitz yesterday and agreed to evacuate Haifa, one of the most important port cities in the Middle East. Zionist militia began a whirlwind attack for control of Haifa Wednesday when the British withdrew from all but the port area, a headquarters sections and a narrow strip linking the two.
By noon yesterday they had forced the Arabs to sue for peace through British mediation. Arabs called the battle a ‘massacre … another Stalingrad’ for which they were unprepared.
The Jews issued a cease-fire order and laid down a stringent set of terms for an Arab surrender, including the surrender of all Arab arms and the capitulation of all foreign Arab troops who would be deported by Haganah.
At a conference attended by seven Arab and seven Jewish representatives, the British district commissioner and the British commander, the Arabs reject—” (Turn to HAIFA, Page Thirty-nine.)

The verb in the headline is fleeing. The dispatch under it says the attack came first, and quotes Arabs calling it a massacre. The story is cut off at the jump; the terms the Arabs rejected are on page thirty-nine, which is not part of this clipping.
