“Israel has tortured many Palestinian prisoners in a reign of terror it has waged against Palestinians in Arab territory occupied in the 1967 Middle East war, a report by a British organization charged today.”

The same wire story the Courier Journal printed in Louisville on the same morning. Louisville told its readers a group had made a charge. Palm Beach put the charge in the headline as a fact and the attribution at the end of the sentence. One dispatch, two different things to have read.
