Israel to Discipline Officers In Bedouins’ Displacement

Transcribed from the clipping
TEL AVIV, March 26—The Chief of Staff, Lieut. Gen. David Elazar, told the Cabinet in Jerusalem today that senior army officers and a civilian official had “overstepped their authority” during the evacuation of Bedouins from an area in the occupied Sinai Peninsula that had been fenced as a security measures.
He said disciplinary measures are to be taken against the officers. The Cabinet anunouncement was not clear, but an authoritative source said that a committee of inquiry had not criticized the displacement of the Bedouins, only the method. According to complaints, the soldiers bulldozed dwellings, sealed wells and destroyed crops. The land fenced was south of Rafa.
The Israelis said that the area had been used by guerrillas who had attacked Israeli settlements in the Negev Desert. General Elazar told the Cabinet that a committee had been appointed to deal with resettling the Bedouins.
How this transcription was made
Read from the scan by a machine looking at the image of the page, not by optical character recognition and not by a person. The clipping carries no masthead or date line, so its date and newspaper rest on the record it arrived with, not on anything visible in the scan.

Date check: No masthead or page date line survives — the clipping is trimmed to the two-line headline, the credit line “Special to The New York Times” and three paragraphs. The only internal date is the dateline, which reads “TEL AVIV, March 26”. The credit line is consistent with `pub`; the year is not confirmable from the page.
Date corrected 1982-03-27 to 1972-03-27. FILED YEAR WRONG BY TEN YEARS. The clipping has no masthead or page date line; the only printed date is the dateline 'Special to The New York Times / TEL AVIV, March 26-'. The content fixes the year beyond doubt: 'The Chief of Staff, Lieut. Gen.
David Elazar, told the Cabinet in Jerusalem today that senior army officers and a civilian official had “overstepped their authority” during the evacuation of Bedouins from an area in the occupied Sinai Peninsula that had been fenced as a security measure', with the fenced land 'south of Rafa' and a committee of inquiry that 'had not criticized the displacement of the Bedouins, only the method'.
David Elazar was Israeli Chief of Staff only from January 1972 to April 1974 and died in 1976; by March 1982 the Chief of Staff was Rafael Eitan and Sinai was weeks from being handed back, not 'occupied'.
The Rafah Salient evacuations took place in January 1972 and the cabinet inquiry reported that March, so the dispatch is of 26 March 1972 and the paper of 27 March 1972 - the filed day and month are right and only the year is wrong.
No date is printed on the clipping; the date is fixed by what the article reports, at the precision the evidence supports, and is not guessed beyond it.
