120 Israelis in the West Bank Dig in to Hold New Settlement
By TERENCE SMITH, Special to The New York Times

Transcribed from the clipping
CAMP KADUM, Israeli-Occupied West Bank, April 2—Viewed from the road a few hundred yards away, Kadum looks like a typical Israeli Army camp. Once inside the gate, however, the incongruities emerge: children playing tag among the jeeps, young mothers pushing baby carriages, women in jeans setting tables in a communal dining hall.
No ordinary army camp, Kadum is the temporary home of about 120 zealous Israelis who are determined — despite the opposition of the Government—to establish Israeli settlements here and elsewhere throughout the occupied West Bank of the Jordan River.
Each new settlement, in their view, serves as another spike to nail down the occupied areas and block any attempt to return them to Arab control as part of a negotiated agreement. The settlements also are one of the irritants that led to the recent rioting by West Bank Arabs.
The Government has yet to make a final decision on Kadum, but the settlers were busy this morning making themselves at home. Workmen were laying water and sewer linen while the settlers carried mattresses and furniture into 30 new house trailers that the Defense Ministry has installed on the slope above the military portion of the camp.
In three short months, Kadum has become the prime political issue in Israel. It is being described as a political time bomb that could easily explode and bring down the Government of Prime Minister Yitzhak Rabin.
