Israelis Kill an Arab Demonstrator In Old Jerusalem, Wound Another

Transcribed from the clipping
Complaints of many of the West Bank’s 650,000 Arabs have focused in recent months primarily on the expropriation of West Bank land by Israel for the purpose of creating new Jewish settlements. In addition, actions by ultrarightist Israelis near Nablus and Hebron have intensified tensions between the West Bank Arabs and the Israelis.
The ultrarightists’ actions have also caused consternation in Israel, particularly an unauthorized settlement months ago about eight miles west of Nablus. The settlement, called Camp Kaddum, was criticized by the Israeli Cabinet, which said the settlement must be moved at an early date to another site. That was in April.
So far, the Government has made no move to relocate the settlers, who have steadily been improving their community. Another major tension spot is in Hebron, where members of the ultraorthodox Gush Emunim sect have repeatedly attempted to reclaim an abandoned Jewish hospital in the middle of an Arab market quarter for purposes of creating a synagogue.
In addition, Arabs and Jews in Hebron are at odds over the continued growth of a new Gush Emunim settlement, Kiryat Arba, which looks down on Hebron from a promontory. Besides the growing uneasiness among West Bank Arabs, there has been growing agitation of late among Israeli Arabs, who number 450,000.
Six months ago, six Israeli Arabs were killed and scores were injured in the first general protest in the Israeli Arab community since the state of Israel was founded in 1948. The protest in the Galilee region turned into a riot.
The Israeli Arab community was outraged last week by the publication of a secret report written by an Israeli official who suggested ways to curb the growing influence of the Arabs in the Galilee area.
