“Republican candidate Ronald Reagan says the Carter administration is wrong in saying Israeli settlements on the occupied West Bank are illegal. Reagan said in Los Angeles that the settlements ‘are entirely legal’ under U.N. Resolution 242, adopted after the 1967 Israeli-Arab war… Reagan said, ‘All people — Moslem, Jew and Christian — are entitled to live on the West Bank until a determination is made’ on the future of the area. U.S. administrations since the mid-1960s, both Democratic and Republican, have consistently declared that the Israeli settlements were not legal, pending a final peace settlement.”

Slide 11 captions this scan as the Los Angeles Herald Examiner, 11 January 1978. It reports the Reagan-Carter campaign, so it is the 1980 Houston paper.
