JERUSALEM, March 1 — The Acting Mayor of Hebron in the Israeli-occupied West Bank said today that Jewish settlers had kidnapped two Arab teen-agers from a nearby high school. The whereabouts of the youths is not known, the Acting Mayor, Mustapha Natshe, said.

They were taken in a car from their school in the village of Yatta by four men apparently from a neighboring Jewish settlement, he said. The Israeli military command said two Arab youths had been taken from Yatta after they had thrown rocks at the settlers' car. Mr. Natshe denied this.

“Maybe they wish to cover this up for the settlers by saying the youths threw stones,” he said. It was the second incident in the village since Monday, when settlers fired gunshots at a passing car but wounded nobody. A police spokesman said that two men had been detained for questioning in connection with Monday's incident.

In other recent incidents in the Hebron area, two Arab men were wounded last Friday when a grenade exploded outside the Kazazine Mosque. On Saturday a 5-year-old Arab girl was hospitalized after pistol shots were fired into her home near the Jewish settlement of Kiryat Arba.
