“JERICHO, West Bank — The top Palestinian architect of the autonomy accord with Israel, unhappy over its implementation, entered the self-rule areas Friday for the first time since Palestinians took them over. Mahmoud Abbas, a frontrunner for this year’s Nobel Peace Prize, said he didn’t think he would be involved with the council dominated by Yasser Arafat that administers the autonomous Gaza Strip and West Bank town of Jericho. ‘I want to be a regular person with a Palestinian identity after being away for such a long time,’ Abbas, also known as Abu Mazen, told reporters after crossing the Allenby Bridge from Jordan into Jericho. He said it was his first time back in a quarter of a century. Abbas, 59, was a key negotiator at the talks in Oslo, Norway, that led to the self-rule accord he and Foreign Minister Shimon Peres of Israel signed on the White House lawn Sept. 13. In negotiations on implementing the agreement, he became estranged from Arafat after accusing him of making too many concessions to the Israelis. He also urged the older leadership in the Palestine Liberation Organization to make way for younger men, a dig at Arafat’s refusal to delegate authority.”
