JERUSALEM, Sept. 1.—Four Arabs were murdered today, two near a Jewish colony of Karkur, the others near a Jewish settlement of Gordonia. Opinions differ regarding assailants. Some see retaliation for the killing of three Jews since Sunday; others think the murders are the work of provocateurs.

While the Arab High Committee has appealed to Palestine Arabs not to commit violence but to practice restraint, at Damascus, in Syria, representatives of the Arab High Committee were busily at work buying arms to be smuggled into Palestine and organizing groups of mercenaries to be smuggled into this country at the zero hour for a rebellion.

The writer has just returned from Damascus, where he verified reports current here that it was a center of Arab activities instigated by the Mufti shifted to Syria. The writer found this true.

Government Not Involved Although the Syrian Government under Premier Janil Bey Mardam is in no way identified with the Palestine Arab group, that government finds it cannot, for political reasons, prevent any activities by Syrians or Palestinian visitors in connection with Palestine-Arab affairs.

The Premier said to the writer yesterday: “As Arabs we sympathize with the Palestine Arab demands, but neither the Government nor the Nationalist bloc of which my Cabinet is composed has any intention of participating officially in the Arab congress to be held in Syria on Sept. 8.”

Date check: No masthead or page date line on the clipping. The credit line under the byline reads “Wireless to THE NEW YORK TIMES,” corroborating `pub`. Both datelines read “JERUSALEM, Sept. 1.”, consistent with `date` 1937-09-02, but the printed date is not visible.
