“An $800,000,000 program, under the auspices of the United Nations, to resettle the Palestine Arab refugees in the Arab states, is proposed in a comprehensive memorandum submitted to the UN General Assembly by nineteen American leaders… In making the proposals, the group points out that ‘the Arab refugee exists, his plight is tragic and his problem is the responsibility of the international community.’

But, it underscores, this is not a responsibility which ‘can be discharged by protracted palliative measures or by pressures on Israel to open its doors.’”
