“Whether these Arabs can ever become loyal Israeli citizens, so long as a virtual state of war exists between Israel and the neighboring Arab states, is a moot subject… Sharon’s followers contend that granting full rights and facilities to a potential ‘fifth column’ is suicidal.”

Fifth Column Danger. The argument being reported is that rights should be withheld from citizens because the state is at war with other states — and the citizens in question were made citizens by that same war.
