TEL AVIV — The Palestinians have “legitimate rights” to territory and King Hussein's plan for a federal kingdom is a possible solution, Israeli Deputy Prime Minister Yigal Allon has declared. Speaking out his peace ideas at length last weekend, the No.
2 member of the government, after Prime Minister Golda Meir, called for restitution of most of the territory seized from the Arabs by Israel in 1967. Security was impossible if Israel gave up all the occupied territories but peace was impossible if it kept them all, Allon yesterday told a symposium in Jerusalem on ways of achieving peace in the Middle East.
A COMPROMISE was needed, he said, adding: “Even if the adversary refuses it, it is better for the blame to fall on him.” Observers described Allon's plan as a platform for an expected effort by the deputy premier to succeed Mrs. Meir in the premiership when she eventually retires.
He said Israel must keep its sights set firmly on peace “because without that goal the most just of wars becomes corrupted.” Jews and Arabs were as capable of living together as were Frenchmen and Germans, he added.
While Israel had historical rights to the whole of Palestine, it would be a mistake to try to translate those rights into the “political realities of today.” The past was important “but our duty is to the present and future,” he said. And the Palestinian community also had“legitimate rights.”
While it had never had a national existence, the fact remained that “an Arab population has lived on this and for centuries and developed its own personality.” TWO NATIONAL homelands coexisted in Palestine, Allon went on: Israel and Palestinian entity, which could be named Jordan or something else.
