“JERUSALEM (AP) — Police arrested Jerusalem wholesalers Monday who were said to be helping the Palestinian rebellion in the occupied lands, and soldiers confiscated identity cards of several dozen Arabs accused of inciting violence… ‘They are the ones who send all kinds of flour to the refugee camps,’ he said.
In another development, Prime Minister Yitzhak Shamir was quoted as calling for action against two American journalists who did not submit to the military censor stories about Israeli involvement in the assassination of PLO military commander Khalil Wazir.”

The same day as the Fort Lauderdale headline, and here the credential suspensions are the last paragraph of a story about shopkeepers. The phrase is in another development. A reader in Wilmington learned that a prime minister had called for action against American journalists, after learning about flour going to the refugee camps.
