Formula for a Homeland
Special to The New York Times

Transcribed from the clipping
AMMAN, Jordan, Nov. 4 — Palestinian officials here indicated in interviews today that the precise formula for declaring an independent state was still under negotiation among P.L.O. representatives meeting in Tunis.
One official said the document published in Jerusalem today was apparently one of at least three under debate in Tunis suggesting how the P.L.O. should treat Resolution 242.
“What the P.L.O. is going to announce is going to take into consideration what the world’s community wants the Palestinians to do,” said Mohamed Milhem, a member of the P.L.O.’s executive committee regarded as moderate. Mr. Milhem said the declaration would be made without reference to recognition of Israel.
But he said the declaration would be accompanied by a political program addressing other issues, including a renunciation of terrorism outside Israel and the occupied territories.
How this transcription was made
Read from the scan by a machine looking at the image of the page, not by optical character recognition and not by a person. The clipping carries no masthead and no dated folio line, so the date recorded here could not be checked against anything printed on the page. Nothing on the page contradicts it. Not a separate clipping. This is the second story printed on the same sheet of newsprint as mas1988thenewyorktime2, given its own record because it is a separate article with its own headline (Formula for a Homeland) and its own dateline (AMMAN, Jordan, Nov. 4), and merging it would have attached an Amman dateline to a Jerusalem story. It therefore shares that record's src scan and slide deliberately; a shared src here is not a duplicate. pub rests on the credit line Special to The New York Times, the only thing on the clipping naming the paper, and not on a masthead. date is the dateline day plus one, matching its page-mate; the YEAR is not printed anywhere on the clipping and is supported by content only.
Context added by this archive
This clipping and CP-1988-094 are two stories printed on the same sheet of newsprint, which is why they share a scan. They are separate records because they are separate articles with their own headlines and datelines, and merging them would attach one story’s dateline to the other.

This record is part of Covering Palestine, an archive of American newspaper clippings about Palestinians, 1724 to 2023. Researched and assembled by Maria Robles.
The clipping belongs to the newspaper that printed it, or to the news agency that supplied the copy. It is reproduced here for research, criticism and commentary. A city here is where the newspaper was published, not where the story came from, and on most records it was taken from the masthead.
