"A constitution for the Palestinian governing council, drafted by senior PLO figures, declares Jerusalem the capital of a future state of Palestine, a move likely to further upset PLO-Israel relations." Anis Qassem, PLO legal committee chairman, is quoted in a pull-out: "We have the right to declare it our own capital."
