JERUSALEM, April 8 — Israel took measures today to rid itself of Arab labor from the occupied territories by imposing an indefinite ban on Palestinian entry and by deciding to bring in thousands of foreign construction workers and farm hands.

Confining Palestinians to the West Bank and Gaza Strip is a tactic that Israel often uses to reassure its jittery population, only to relax the restrictions after a while.

But after two terrorist attacks this week that killed 8 Israelis and wounded nearly 50 others, and with Islamic radicals warning of more bloodshed to come, the Government says that this time it means business about keeping the populations apart.

“The first thing on the agenda is to improve the national sense of personal security,” said Oded Ben-Ami, a spokesman for Prime Minister Yitzhak Rabin.

Once again, however, the Government said the violence would not deflect it from negotiations with the Palestine Liberation Organization on carrying out the long-delayed plan for Palestinian self-rule and a companion Israeli troop withdrawal, starting in Gaza and the West Bank town of Jericho. According to Mr. Ben-Ami, Mr.

Rabin told senior ministers who form his “security Cabinet” that Israel’s negotiators would resume talks in Cairo on Sunday “in spite of the anger and agony” over the latest attacks.

Opposition leaders have demanded a halt in the negotiations, just as they were suspended by the P.L.O. for five weeks after an Israeli settler killed at least 29 Palestinians worshipers at a Hebron mosque on Feb. 25.

But there is no appetite for such a course among Government leaders, who fear that the longer it takes to carry out the Gaza-Jericho plan, the greater the chances for an act of violence so severe that it causes the entire package to come unglued.

Date check: The running head reads THE NEW YORK TIMES INTERNATIONAL SATURDAY, APRIL — the day of the month and the year run off the right edge of the scan and cannot be read. The dateline reads “JERUSALEM, April 8”, and April 9, 1994 was a Saturday, so the slide date is consistent with what is legible, but the printed date is only partly visible.
