“Israeli forces struck the Gaza Strip on Friday, killing at least 10 Palestinians including a commander of the Islamic Jihad militant group, in what Israel described as a pre-emptive operation against an imminent attack… Among the fatalities was a five-year-old girl, according to the Palestinian health ministry, which also reported about 55 people wounded… Taysir al-Jabari, the Islamic Jihad commander for northern Gaza, was killed in a strike on a high-rise building in Gaza City… Hamas, the militant group that governs Gaza, said Israel had ‘crossed the red line’ but stopped short of saying it would join the fighting… Israel has in recent months increased the number of permits for Gazans to work inside Israel, part of an effort to improve economic conditions in the territory.”

A Bloomberg wire story, so the frame is economic as well as military: the same paragraph that reports ten dead reports the work permits. Hamas is quoted saying a line has been crossed and quoted, in the same sentence, not joining.
