A British statesman putting a ceiling on it in 1918: room for 300,000 more, or 600,000 with a great deal of money spent on water. Twenty-three years later a Buffalo paper printed the legal adviser of the Jewish Agency saying the country could take three million (CP-1941-001), and quoting an unnamed British official’s earlier estimate only to laugh at it.

This is the kind of estimate he meant. Neither headline mentions the people already living there; the word in this one is colony.
