“Jerusalem, Feb. 14.—In accordance with the proposal outlined by Sir John Hope-Simpson in his much criticized report on Palestine which recently led to the issuance of the British government’s white paper, the Palestine government already has begun listing landless Arabs with a view to providing them with soil sufficient for their needs. Government commissioners are asking sheiks and muktars (headmen) of tribes and villages to provide them with names of the Arab landless.”

Landless is an administrative category, and a government was keeping the list. You cannot register people as having lost land unless they had land to lose. The paper ran it as routine wire news.
