ISRAEL TO SEIZE PROPERTY To Sell Arab Refugees' Holdings to State Development Unit ( special to Tux NEW XoRK TIMIs. JERUSALEM, March 8—Legis- lation enabling the Israeli Govern- ment to obtain legal title to prop- erty abandoned by Arab refugees was passed today by the Knesset (Parliament).

A clause in the ab- sentees property bill empowered the Council for Custody of Absen- tees Property to sell the holdings to the projected State Development 1 Authority. The custodian has powers to lease the properties for five years.

Affected by the legislation are al- most whole cities like Jaffa, Acre, Ramleh, Lydda and the Arab quar- ters of Jerusalem, Halta, Iberias and Safed, scores of Villages and large areas of citrus, olive and 1 fruit orchards, quarries and farm land.
