The director of the U. N. Relief and Works Agency for Palestine refugees is once more compelled to report to the General Assembly that this tragic problem has not been solved. The costs for the basic necessities are, and have been for years, seven cents a day for each refugee. Nobody under U. N. R. W. A.’s supervision is starving for food.

What they are starving for is hope. The problem is not simple. It never has been. The very number of the refugees has been uncertain. Are the children of refugees also refugees? They have to be taken care of. Are all those who describe themselves as refugees actually refugees?

What is certain is that there are about a quarter of a million persons recognized as refugees in the Gaza Strip, about half a million in Jordan and about 100,000 each in Syria and Lebanon. Whether other Arab states could take in some of these displaced persons is in dispute. They are not doing it. Under Henry Labouisse and more recently under John H. Davis, U. N. R. W.

A. has tried not only to the keep the refugees alive but to train them, especially the younger ones, to be self-supporting. The annual cost is about $34 million, to which the agency proposes to add $16 million during the next three years for vocational training. This constructive work could be more intensive if all members of the U.

N. contributed; but as it is the money for it is again running out. At present the United States, Great Britain and Canada put in more than 90 per cent of the funds. Russia and her satellites have contributed nothing.

How this transcription was made

Read from the scan at 4x by a machine looking at the image of the page, not by OCR and not by a person. An unsigned editorial: no masthead, folio, dateline or byline, and no printed date of any kind, so the date rests on the slide label and is assigned by elimination against the other image on slide 7. Internal evidence is consistent with late 1961 - UNRWA is 'more recently under John H. Davis' after Henry Labouisse, and the director is reporting to the General Assembly. Nothing on the clipping names the paper either, so the publication attribution also rests on the label alone. Printed error kept as set: 'has tried not only to the keep the refugees alive'.
